Mr. Raskin is a founding partner of Mazanec, Raskin & Ryder, Co., LPA, which has offices in Cleveland and Columbus, Ohio. He has tried more than 100 cases to conclusion in 40 years of private practice.
Todd has a diverse practice with an emphasis on civil rights and government liability defense, as well as the defense of employers, both public and private. He also has considerable experience in the defense of professionals, including doctors, lawyers, architects, engineers, and behavioral health professionals. He has successfully represented his clients in state and federal courts throughout Ohio and surrounding states, including in the U.S. Court of Appeals for the Sixth Circuit and the Ohio Supreme Court.
Todd has been selected as an Ohio Super Lawyer during each of the past eight years in the primary practice area of state, local, and municipal government liability and also during the past nine years for inclusion in Best Lawyers in America in the practice area of civil rights law. Additionally, he was named “Lawyer of the Year” in Civil Rights for Cleveland, Ohio in 2013, 2017, and 2020 by Best Lawyers in America. REPRESENTATIVE EXPERIENCE
- Successfully defended cases which claimed violations of the First, Fourth, Eighth, and Fourteenth Amendments, including pursuit, excessive force, false arrest and imprisonment, jail suicide, malicious prosecution, wrongful death and police shootings
- Represented public officials in the defense of zoning matters, administrative appeals and Fifth and Fourteenth Amendment takings claims
- Served as special litigation counsel to City of Lorain, Village of Silver Lake, Northfield Center Township, and the City of Maple Heights
- Routinely handles matters involving Family Medical Leave Act (FMLA), Age Discrimination in Employments Act, Americans with Disabilities Act (ADA), and Title VII of the Civil Rights Act of 1964
- Served as statewide coverage counsel on behalf of insurers, including bad faith actions, coverage agreements and opinions
- Defends all types of professional liability cases, including health care, professional and private service industry executives
