AREAS OF PRACTICE

Ms. Combs concentrates her practice in the area of school law, serving school districts as in-house and local counsel.  For the past 20 years, she has worked for districts across the Commonwealth of Kentucky as an attorney with the Kentucky School Boards Association where she advised every public school district in the Commonwealth concerning school law issues.  In her current practice, she spends the vast majority of her time presenting on school and personnel law to school board members and staff. Teresa particularly concerns herself with special education and disability law, including the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), and Section 504.  She has also served on numerous boards and committees concerning school and education-related matters.

For many years, Teresa has spent a significant portion of her career helping to effectuate federal and state policy that advances the cause of education and schools by testifying and commenting on proposed and pending law.
